Senate’s Commission Commends CDC’s Strategic Vision
AKP Phnom Penh, August 19, 2026 --
A delegation from the Cambodian Senate’s Third Commission expressed strong praise for the Council for the Development of Cambodia’s (CDC) strategic direction, dynamic leadership, and ongoing institutional reforms aimed at fostering a transparent and sustainable investment environment.
The commendation was delivered during a bilateral working meeting hosted H.E. Sun Chanthol, Deputy Prime Minister and First Vice Chairman of the CDC, on Aug. 19 at the CDC headquarters.
The Senate delegation was led by H.E. Dr. Mong Reththy, President of the Senate’s Commission on Planning, Investment, Agriculture, Forestry, Fisheries, Rural Development, Environment, Water Resources, and Meteorology (Third Commission).
The session was organised to provide the legislative body with a comprehensive update on the CDC's operational progress, statutory execution, and strategic outlook.
In the meeting, both sides emphasised that strong alignment between the legislative and executive branches is vital for building trust, providing regulatory clarity, and establishing an attractive investment climate as Cambodia transitions toward high value-added, diversified industries.
H.E. Dr. Mong Reththy outlined the Third Commission’s mandate in monitoring and advancing law enforcement and policy frameworks across natural resources, agriculture, environment, and investment. He reaffirmed the Senate's commitment to ensuring effective lawmaking that protects national interests while actively addressing the practical requirements of the private sector.
In response, Deputy Prime Minister Sun Chanthol detailed the CDC's mandate as the executive arm of the Royal Government responsible for formulating investment attraction strategies, streamlining operational workflows, and providing comprehensive aftercare services to investors.
H.E. Sun Chanthol highlighted the CDC’s ongoing digital transformation and institutional reform agenda, notably emphasising the launch of the Cambodia Investment Project Management system (cdcIPM), which enables the online registration of Qualified Investment Projects (QIPs) to minimise administrative friction.
The Senate delegation noted that the detailed insights gained during the meeting will serve as crucial reference points for the legislative body when drafting, reviewing, and refining future legal frameworks to support inclusive, long-term national economic development.
