Cambodian Ambassador to Japan Invites Japanese Upper House President to Attend ISC-2

Cambodian Ambassador to Japan H.E. Chum Sounry met with H.E. Kokudo Mori, Director-General of the International Affairs Department of Japan’s House of Councillors, in Tokyo on July 6 to discuss parliamentary cooperation, Cambodia-Japan relations, and issues of mutual interest.
According to the Royal Embassy of Cambodia, during the meeting, Ambassador Chum Sounry delivered an invitation letter from Senate President Samdech Akka Moha Sena Padei Techo Hun Sen to H.E. Masakazu Sekiguchi, President of the House of Councillors of Japan, inviting him to attend the Second Inter-Parliamentary Speakers’ Conference (ISC-2), which Cambodia will host in Phnom Penh in August 2026.
The Ambassador expressed Cambodia’s hope that President Sekiguchi would participate in the conference, noting that Japan’s presence would contribute to advancing parliamentary diplomacy, international cooperation, and the promotion of peace and stability.
He also highlighted the continued progress of the Cambodia-Japan Comprehensive Strategic Partnership and reaffirmed Cambodia’s commitment to further strengthening parliamentary exchanges and institutional cooperation with Japan.
The Ambassador briefed the Japanese side on Cambodia’s intensified efforts to combat online scams, cybercrime, and other forms of transnational organised crime, stressing the Royal Government’s zero-tolerance policy and enhanced international cooperation in law enforcement.
Regarding regional issues, Ambassador Chum Sounry reaffirmed Cambodia’s commitment to resolving border issues with Thailand peacefully through dialogue, diplomacy, and international law. He also explained Cambodia’s decision to initiate compulsory conciliation proceedings under the United Nations Convention on the Law of the Sea (UNCLOS) following Thailand’s withdrawal from the 2001 Memorandum of Understanding on maritime cooperation.
The meeting concluded with both sides reaffirming their commitment to deepening parliamentary exchanges and cooperation between the Senate of Cambodia and Japan’s House of Councillors.
