AKP Phnom Penh, June 16, 2026 -- Phnom Penh municipal authorities have raided 90 locations across the Cambodian capital suspected of hosting online scam operations, resulting in the arrest of six foreign nationals, local officials said Tuesday.

The coordinated sweeps, spanning all 14 Khans (districts) of the capital, targeted high-rise condominiums, apartments, gated communities (boreys), guesthouses, and hotels.

The operations were directed by Phnom Penh Governor H.E. Khuong Sreng under the city's unified administrative command.
 
According to Ms. Dor Samphors, spokesperson for the Phnom Penh Municipal Administration, the arrests took place on Monday afternoon during a specific raid on the 17th floor of Building C4 at the Olympia Condominium complex.

Security forces detained six Vietnamese nationals inside room 1710. Authorities also confiscated seven personal mobile phones, one work-related mobile phone, and three laptop computers that had been intentionally destroyed. A forensic investigation by specialised technical units later confirmed that the location was being utilised for technology-driven online fraud.

The suspects and evidence have been transferred to the Phnom Penh Municipal Police Headquarters for legal processing.

In a related enforcement action, municipal police fined the owners or managers of five residential complexes for failing to comply with Sub-Decree No. 3 regarding collective housing management. The penalties, levied against five sites involving six individuals, totaled 24 million Riels (approximately US$6,000).
