Senate Strongly Condemns Thailand’s Military Aggression, Demands Immediate Cessation of Hostilities
AKP Phnom Penh, December 25, 2025 -- The Senate of the Kingdom of Cambodia has expressed its strongest condemnation of the brutal and unlawful aggression committed by the Thai military against Cambodia's sovereign territory.
From Dec. 7 to 24, 2025, it stated, Thai armed forces launched intense and indiscriminate attacks using heavy artillery, F-16 and T-50TH fighter aircraft, and other weapons against Cambodian civilians in the border provinces, causing deaths, injuries, displacement, and extensive destruction of homes, public infrastructure, ancient temples, state property, and environment.
According to the Senate’s Statement released on Dec. 25, these acts constitute a grave violation of Article 2(4) of the Charter of the United Nations (1945), the Geneva Conventions of 1949 and their Additional Protocols, and the rules of Customary International Humanitarian Law identified in the ICRC Study. The attacks on cultural heritage sites further breach the UNESCO Convention Concerning the Protection of the World Cultural and Natural Heritage (1972).
Thailand's actions also disregard the binding International Court of Justice Judgment on the case of the Temple of Preah Vihear (1962), which affirmed Cambodia's sovereignty over the Temple and its surrounding territory.
The aggression constitutes a blatant breach of the Ceasefire Agreement of July 28, 2025, the Joint Declaration on the Cambodia-Thailand Peace Agreement of Oct. 26, 2025 in Kuala Lumpur, the ASEAN Charter (2007), and the Treaty of Amity and Cooperation in Southeast Asia (1976), all of which obligate States to respect sovereignty, territorial integrity, and the peaceful settlement of disputes.
The Senate therefore reiterated its strongest condemnation of Thailand's illegal actions and called upon the international community to unequivocally denounce these violations, hold Thailand fully accountable, and demand the immediate cessation of all hostile activities that threaten the peace and stability of Cambodia and the region.
The Senate further called on Thailand to fully and sincerely comply with the ceasefire agreement, the Joint Declaration on the Cambodia-Thailand Peace Agreement, and all of its obligations under international law.
