Cambodia's National Assembly Speeds Up Digital Transition to Boost Legislative Efficiency
AKP Phnom Penh, October 19, 2026 --
Cambodian National Assembly President Samdech Maha Rathsapheathika Thipadei Khuon Sudary on Monday stressed that developing an e-Parliament is crucial to enhancing the effectiveness, transparency, and accountability of the legislative body in serving the public interest.
Speaking at a consultative workshop on "e-Parliament Development" organised by the General Secretariat of the National Assembly, Samdech Sudary commended the parliamentary working group for establishing the foundation to transition traditional parliamentary operations into a digital institution.
She stated that the digital transformation aligns with the Royal Government of Cambodia’s overarching strategy and global technological trends.
"The development of an e-Parliament is a key driver in eliminating bureaucratic hurdles, reducing paper usage, saving time, and serving as an innovative bridge to make parliament more agile and responsive to the needs of citizens," she said.
The National Assembly President emphasised that transforming the legislative body into a digital parliament supports good governance, deep structural reforms, and institutional modernisation.
Furthermore, digital integration aligns with the vision of the Royal Government of Cambodia under Prime Minister Samdech Moha Borvor Thipadei Hun Manet, who has designated digital government (e-Government) as a top priority to lay the foundation for a digital economy and society.
Samdech Sudary noted that a digital transformation is essential to enhancing the National Assembly's three core functions: lawmaking, monitoring law implementation, and public representation. This includes digitising legislative drafting, paperless document sharing during meetings, electronic voting, and secure archiving.
"The evolution of our legislative body must keep pace with the executive branch, focusing strategically on digital transformation and human resource development as two essential pillars of institutional modernization," she added.
The digital modernisation of the National Assembly was initiated under the 7th legislature under Samdech Sudary's leadership. The consultative workshop aimed to review progress, share key achievements over the past three years, and gather input from lawmakers to build a comprehensive e-Parliament framework that meets practical legislative needs.
