The Royal Government of Cambodia has revoked the licences of 18 casinos identified as being involved in online scam activities, while nine other casino licences have been suspended pending further investigation.

The enforcement action is being carried out in accordance with Royal Government Order No. 01 BB dated July 14, 2025, and under the guidance of the Head of the Royal Government, through the Secretariat of the Commission for Combating Online Scams (CCOS) in cooperation with relevant institutions and competent authorities.

The CCOS has conducted operations against online scam activities at more than 600 locations nationwide and continues to work closely with the Commercial Gambling Management Commission of Cambodia (CGMC) to monitor casinos suspected of involvement in such activities.

H.E. Chhay Sinarith, Senior Minister in Charge of Special Missions, Permanent Vice-Chairman and Head of the CCOS Secretariat, said that as of September 2026, 18 casinos had been identified as involved in online scams and had their licences revoked, while the licences of nine others had been suspended pending further inquiries and investigations.

The 18 casinos are KHM Paradise Tower Casino & Hotel, Eagle King Casino, Orchid Hotel & Rich Casino, Shang Hai Resort, Golden Galaxy Casino, Roxy Hotel & Casino, Golden Fortune Resorts World Casino, Casino Kchom, Jin Bei Group, Jin Bei, Casino Zhong Huawei Golden Sand International Entertainment, G.C. Casino, Da Jin Gang Casino & Hotel, Gang Dao, Casino Ying Huang, Jin Bei 4 Casino, Xin Hao Peak Casino and Jin Yu Man Tang Casino.

For casinos whose licences have been revoked or suspended, the CCOS continues to cooperate with the CGMC, judicial police, prosecutors, provincial courts of first instance, the Cambodia Financial Intelligence Unit and other relevant authorities.

The cooperation includes measures to seize, freeze and confiscate assets belonging to owners of premises and/or shareholders of casino companies involved in online scam offences.

The CCOS also called on the public, particularly international organisations, to cooperate with the Royal Government in its campaign to eradicate online scams.

The Secretariat said that upon receiving information indicating that any premises, particularly casino premises, may be secretly conducting online scam activities, it will coordinate with the CGMC and relevant authorities to conduct inquiries and investigations.

Such investigations are aimed at gathering sufficient evidence to support enforcement actions, including the revocation of casino licences and the seizure, freezing and confiscation of assets of owners and/or shareholders involved in online scam offences, in accordance with Cambodia’s Law on Combating Online Scams currently in force.
