The review of voter lists and voter registration at communes and Sangkats nationwide will be conducted for 55 days, from Oct. 7 to Nov. 30, 2026, National Election Committee (NEC) Chairman H.E. Prach Chan said on Sept. 7.

Speaking at an information meeting with stakeholders on the 2026 voter list review and registration at the NEC headquarters in Phnom Penh, H.E. Prach Chan said the process is an important step in preparing the voter list for upcoming elections.

The overall process of reviewing and registering voters, together with validation of the 2026 voter list, will run from Oct. 7, 2026 to Feb. 12, 2027, in accordance with the regulations and procedures for annual voter list review and registration.

The NEC has introduced computerised voter registration using a biometric identification system to uniquely identify each voter. The system is intended to ensure that the voter list is accurate, complete, secure, up-to-date and of high quality for the sixth-mandate Commune/Sangkat Council Election, scheduled for June 6, 2027.

H.E. Prach Chan said the 2026 registration is open to eligible Cambodian citizens who have not previously registered, including those who will have reached the age of 18 by election day. This applies to citizens born on or before June 7, 2009.

It will also cover Cambodian citizens who have moved their residence or accommodation to a new commune or Sangkat.

At the same time, the NEC will remove from the voter list the names of voters who have died, been temporarily deprived of voting rights, or moved their residence to another commune or Sangkat, based on valid supporting documents.

Voters will also be able to request corrections to personal information, including their polling station, name, sex, date of birth or voter registration documents, provided they submit valid supporting documents.

In addition, biometric data, including photographs and fingerprints, will be updated for voters who registered in 2016 and 2017 but have never previously updated their biometric information in the voter list.

H.E. Prach Chan stressed that voter registration is the first and an essential stage of the electoral process, as a voter list is an indispensable requirement for holding elections.

He called on the NEC to pay close attention to the process to ensure Cambodian citizens can fully exercise their voting rights in accordance with the Constitution and applicable election laws.
