AKP Phnom Penh, August 27, 2026 -- As the world has continued to experience chaos and geopolitical pressures day by day, Senate President of Cambodia Samdech Akka Moha Sena Padei Techo Hun Sen as the Chairman of the 2nd Inter-Parliamentary Speakers' Conference (ISC-2) said ISC should initiate the Parliamentary Ceasefire Observation Team.

In his opening speech at the ISC-2 on Aug. 27, Samdech Techo Hun Sen said ISC’s participants should initiate a Parliamentary Ceasefire Observer Team to ensure that international monitoring is strong enough to prevent small-scale of conflicts from escalating into chronic war.

Samdech Techo Hun Sen also encouraged all participant to reaffirm the commitment to international law, peaceful coexistence, mutual respect, and shared prosperity.

“We must strengthen parliamentary diplomacy to be a driving force for dialogue, trust, and peace,” he underlined.

At the same time, Samdech Techo Hun Sen also emphasised that to confront the threat of the use of force and prevent territorial aggression from causing chaos, a regional network must play a leading role in restoring the fundamental international principles that emerged from the ashes and devastation of two consecutive world wars.

Samdech Techo Hun Sen continued that all countries must firmly protect the sacred principles of state sovereignty, territorial integrity and peaceful settlement of disputes as enshrined in the UN Charter, the ASEAN Charter, as well as the immortal spirit of parliamentary instruments such as the Universal Peace Charter adopted in Phnom Penh.

Samdech Techo Hun Sen underlined that the use of extraterritorial law enforcement for transnational crimes, such as online fraud, as a pretext for illegally occupying the territory of another country is a form of modern warfare.
