Statement by the Ministry of Foreign Affairs of Cuba

Cuba rejects, in the strongest possible terms, the report published on 20 July by the United States Department of State concerning Cuba's alleged subversive influence against that country. It is nothing more than a mediocre piece of propaganda. It seeks to reinforce the false narrative that Cuba poses a threat to the United States—a pretext that the U.S. government uses to justify its policy of collective punishment and genocide against the Cuban people. By fabricating accusatory narratives, it also seeks to build consensus for a possible military aggression.

It is hypocritical for the Department of State to accuse Cuba of promoting subversive activities when it is well known that the U.S. government itself allocates tens of millions of dollars each year from its federal budget to subvert Cuba's internal order, create hunger and despair, and bring about the overthrow of the Cuban government. These accusations come from the same government with a long and shameful record of interference and violations of international law, which carries out extrajudicial executions in international waters, practices political assassinations, sponsors acts of genocide, attacks sovereign countries on every continent, and interferes in the electoral processes of sovereign states.

It is equally hypocritical to continue the falsehood of labeling Cuba as a State Sponsor of Terrorism. It is evident that neither this nor any other report can provide evidence—or even the slightest indication—to support such an illegitimate accusation, because no such evidence exists, as is well known to the specialized agencies of the U.S. government itself. What is publicly known, however, is that individuals who finance, organize, and incite violent and terrorist acts against Cuba have found protection and complete impunity on U.S. territory.

This report forms part of the narrative surrounding the supposed "left-wing terrorism," a new concept that the U.S. government—and particularly its Secretary of State—is promoting as the latest enemy. In doing so, they seek to attack every progressive tendency, commitment to social justice, or expression of left-wing thought both inside and outside the United States, increase repression, and establish a new form of McCarthyism.

The aim is especially to repress and target the American people themselves and to intimidate those who express solidarity, including those who denounce their government's unjust aggression against Cuba. It is acknowledged that opposition within the United States—including among Cubans living there and their descendants—to the economic blockade, the strangulation of the Cuban economy, and the threat of military aggression continues to grow.

The Department of State also persists in questioning Cuba's relations with other sovereign nations, as though international law no longer existed. It manipulates and distorts Cuba's widely recognized record of solidarity, anti-colonialism, and internationalism, which is acknowledged even within the United States. Every year, the United States faces overwhelming and repeated isolation at the United Nations for refusing to end its economic blockade against Cuba.

Unable to conceal its underlying admiration for the achievements of the Cuban Revolution, the report reveals the fear of a nuclear superpower in the face of Cuba's example of social justice and the defense of national sovereignty. It demonstrates an inferiority complex toward a national project that places the people above elite interests.

As it has always done, Cuba will continue to foster relations of friendship with the American people and institutions, in strict adherence to international law, the Charter of the United Nations, and the Vienna Convention on Diplomatic Relations.
