Cambodia Advances Digital Multilateralism through Regional and Global Partnerships

Cambodia is actively strengthening its digital infrastructure and multilateral partnerships on national, regional, and global scales.
H.E. Chea Vandeth, Minister of Post and Telecommunications, engaged in a series of high-level bilateral meetings on Tuesday during the second day of the "Global Dialogue on AI Governance." The talks aimed to expand Cambodia's international digital network and showcase its technological advancements.
In a meeting with H.E. Amandeep Singh Gill, UN Under-Secretary-General and Envoy on Technology, H.E. Chea Vandeth outlined Cambodia’s initiatives to elevate domestic digital literacy. These include the Techo Digital Talent Scholarship, the establishment of community tech centres, and computer lab installations in primary schools. He also highlighted the Royal Government’s investment in public digital infrastructure, specifically pointing to the state-backed verification platform, verify.gov.kh.
H.E. Gill commended Cambodia's digital commitments and the success of its verification platform. He extended an invitation for Cambodia to feature the platform on the UN Digital Cooperation Portal and proposed that the Southeast Asian nation co-chair the UN Open Source Week in 2027.
To further share Cambodia's digital transformation experiences, H.E. Chea Vandeth met individually with digital ministers from five African nations: H.E. Mark-Alexandre Doumba of Gabon, H.E. Haliki Mahamat of Chad, H.E. Américo Muchanga of Mozambique, H.E. Samba Diouf of Senegal, and H.E. Djibril Ouattara of Ivory Coast.
During these discussions, the Cambodian Minister invited his counterparts to attend the upcoming FrancoTech event, scheduled to take place in late 2026 alongside the 20th Francophonie Summit, which Cambodia will host.
H.E. Chea Vandeth also held talks with H.E. Ms. Deema Al Yahya, Secretary-General of the Digital Cooperation Organisation (DCO), to explore future collaboration. Noting Cambodia's growing international recognition in digital innovation, H.E. Ms. Al Yahya expressed the organisation's intent to invite Cambodia to become a formal member.
According to Cambodian officials, these diplomatic efforts align with the digital transformation policies outlined in the Royal Government’s "Pentagonal Strategy-Phase 1." The initiatives are designed to bolster the resilience of Cambodia's national digital ecosystem while contributing to broader regional and global digital integration.
