Private Sector Working Group Reviews Support Measures for Cement Industry

Cambodia’s Private Sector Development Working Group has begun reviewing potential measures to strengthen the domestic cement industry amid evolving economic conditions and growing regulatory requirements for manufacturers, according to a statement on June 3.
The discussions took place on Tuesday at the Ministry of Economy and Finance, chaired by H.E. Dr. Hean Sahib, Secretary of State at the Ministry of Economy and Finance and Chairman of the Private Sector Development Working Group.
The meeting brought together representatives from the Ministry of Environment, the Ministry of Mines and Energy, the General Department of Taxation, the General Department of Customs and Excise of Cambodia, the General Department of Policy, and the General Department of State Property and Non-Tax Revenue.
Participants reviewed the implementation of measures introduced by the Royal Government, the current state of Cambodia’s cement industry, and recent developments in the global economy that could affect the sector’s competitiveness.
The discussions also examined obligations placed on domestic cement manufacturers, including contributions to environmental funds, mineral royalty payments, workforce training and skills development, as well as the use of locally sourced raw materials.
According to the Ministry of Economy and Finance, the meeting provided key inputs for assessing the effectiveness of existing support measures and evaluating the possibility of introducing additional measures or conditions for local cement producers.
The review comes as Cambodia seeks to balance industrial growth with environmental and social responsibilities while strengthening the resilience of strategic domestic industries.
H.E. Dr. Hean Sahib instructed the working group’s secretariat to work closely with relevant ministries and institutions to conduct a comprehensive study, gather further feedback and prepare a detailed report for submission to the Royal Government.
He also thanked representatives from participating ministries, institutions and departments for their contributions to the study and evaluation process, emphasising the importance of coordinated efforts in supporting the long-term development of Cambodia’s cement industry.
Cambodia has six operating companies with a total production capacity of 12 million tonnes of cement per year, which responds to domestic demand.
