Samdech Akka Moha Sena Padei Techo Hun Sen, Acting Head of State of Cambodia, has reaffirmed that there will be no tolerance for any location used for online scam operations, nor for individuals involved in such criminal activities.

Speaking at a meeting with provincial, city, district, commune and Sangkat council members, as well as heads of local departments and units in Kampong Thom province on Wednesday morning, Samdech Techo stressed that all sites used for online fraud and those connected to such activities will not be exempt from legal action.

The remarks were made during his 11th field mission covering 12 provinces and capital, including Kampong Cham, Thbong Khmum, Kampong Speu, Takeo, Kampot, Kep, Svay Rieng, Prey Veng, Phnom Penh, Kampong Chhnang, Pursat, and Kampong Thom.

The purpose of these visits is to strengthen accountability between the Senate and electoral bodies, enhance transparency, improve grassroots governance, and reinforce ties with local authorities while reminding officials to focus on public service delivery.

Samdech Techo also praised civil servants in Kampong Thom for their efforts in providing public services to local residents and commended the provincial governor and military commander for their work related to veterans and retired personnel, particularly in addressing their welfare and living conditions.

He emphasised that veterans and retired soldiers have made significant contributions to the nation and must not be neglected.

The Acting Head of State further urged authorities to continue protecting natural resources, particularly in the Tonle Sap area, and to take action against encroachment into flooded forests, calling for joint efforts to preserve these resources for future generations.

Samdech Techo also reminded officials at all levels, especially commune and Sangkat councils, to continue improving public service delivery, ensuring faster, more efficient responses to citizens’ needs.

He reiterated his long-standing message that officials must “go to the work rather than wait for the work to come,” and “go to the people rather than wait for the people to come to them.”

He further called for continued efforts to maintain national stability and public order through the implementation of the “Village-Commune Safety Policy,” including cracking down on theft, robbery, drug trafficking, and cybercrime.

At the same time, he urged officials to avoid inactivity or abuse of power, stressing that public servants are servants of the people, not their masters.

According to the provincial report, Kampong Thom covers an area of 15,061 square kilometres, consisting of one city, eight districts, 73 communes, eight Sangkats, and 765 villages. The province, located in the centre of Cambodia, is undergoing development efforts aimed at transforming its vast land area and natural resources into a stronger economic base for its nearly one million residents.
