Mandatory Military Service Law Enacted
AKP Phnom Penh, May 25, 2026 --
The Law on Military Service, introducing compulsory conscription requiring young male citizens to complete two years of military service, has officially been enacted through a Royal Decree signed on May 23 by Acting Head of State Samdech Akka Moha Sena Padei Techo Hun Sen on behalf of His Majesty the King.
The law was approved by the National Assembly during an extraordinary session on May 12 and later reviewed and adopted by the Senate during its fifth session on May 20.
Under the law, all male Cambodian citizens aged between 18 and 25 are required to serve for 24 months, with a possible extension of up to six months under exceptional circumstances. Dual citizens residing in Cambodia are also subject to the obligation.
Registration will begin at the age of 17, while military service for women remains voluntary.
Exemptions apply to Buddhist monks and religious clergy, citizens with special academic or professional talents, and persons with disabilities.
The law also stipulates penalties for evasion, including fines and imprisonment ranging from six months to five years, depending on the severity of the offence.
According to the Royal Government, those completing military service will receive several benefits, including job and position protection for employed individuals, the ability to resume studies without losing academic progress, as well as allowances and provisions during the service period.
The legislation aims to strengthen national defence, safeguard territorial integrity, and promote patriotism among Cambodian youth.
It is also expected to support more structured recruitment, enabling selected conscripts to join the armed forces, while others return to civilian life with training, discipline, and basic skills acquired during service.
