Cambodia’s banking and financial sector is stepping up efforts to strengthen cybersecurity resilience as digital transactions and online financial services continue to expand across the country.
The issue was highlighted during Cybersecurity Day 2026, organised by the Association of Banks in Cambodia (ABC) on May 20 at the Sokha Phnom Penh Hotel under the theme “Strengthening Cybersecurity Resilience in Cambodia’s Banking and Financial Sector”.
The event brought together more than 500 participants, including representatives from regulators, law enforcement agencies, banks, financial institutions, cybersecurity experts and technology partners. Discussions focused on strengthening cooperation to address increasingly sophisticated cyber threats facing Cambodia’s growing digital economy, according to a press release issued on May 21.
In his welcome remarks, ABC Chairman Mr. Rath Sophoan warned that the rapid rise in digital transactions had increased exposure to cyberattacks, fraud, data breaches and system disruption.
“Trust is the foundation of banking. Once damaged, it is difficult to restore,” he said, adding that cybersecurity should be regarded as a shared responsibility involving management and staff at all levels of financial institutions.
Lieutenant General Chea Peou, Deputy Commissioner General of the Cambodian National Police, highlighted the importance of closer collaboration between regulators, law enforcement agencies, financial institutions and technology partners to prevent and respond effectively to cybercrime.
Representing National Bank of Cambodia (NBC) Governor H.E. Dr. Chea Serey, Deputy Director General of Banking Supervision Mr. Lun Sam Ol reaffirmed the central bank’s commitment to safeguarding the resilience and stability of the banking sector.
Mr. Lun Sam Ol noted that NBC had earlier this year introduced the Technology and Cyber Risk Management Guidelines for Banks and Financial Institutions, replacing the 2019 framework.
He said the updated guidelines provide clearer requirements for institutions to strengthen cyber defences through regular risk assessments, stronger infrastructure and improved incident response preparedness.
