MEF Unveils Medium-Term Fiscal Framework for 2027-2029

The Royal Government via the Ministry of Economy and Finance (MEF) has unveiled its Medium-Term Fiscal Framework (MTFF) 2027-2029, setting out a strategic roadmap for managing macroeconomic policy and public finances over the next three years.
The framework features policy priorities, strategic plans and annual budget, ensuring that public resources are allocated in line with national development goals.
According to the report, Cambodia continues to face a multi-crisis transition period, driven by rising protectionism, intensifying geopolitical tensions and the growing impact of climate change.
In the past two years, the country has been affected by three major shocks such as U.S. tariff measures, the Cambodia-Thailand border dispute, and the ongoing conflict in the Middle East, which has fuelled higher global energy prices.
In the report, Prime Minister Samdech Moha Borvor Thipadei Hun Manet emphasised the importance of the framework in guiding fiscal policy and ensuring stability over the medium term.
“In this regard, the 2027-2029 public finance framework will support seven main policy priorities: protecting national sovereignty and territorial integrity, ensuring political and macroeconomic stability, striving to maintain the stability of people’s livelihoods, promoting economic diversification and developing new sources of growth,” he said.
“It will focus on strengthening the business environment and promoting the private sector, including continuing to crack down on technology-based fraud, developing human and social capital, promoting digital transformation and green development, and strengthening governance and institutions.”
Prepared on a rolling three-year basis, the MTFF targets average revenue growth of 7.3 percent and expenditure growth of 3.1 percent, with a budget deficit projected at around 1.5 percent of GDP, ensuring compliance with fiscal rules while supporting long-term economic resilience.
