Cambodia’s Issues Clarification Following Thai Statement on Border Demarcation
AKP Phnom Penh, March 13, 2026 -- Cambodia’s Ministry of Foreign Affairs and International Cooperation has provided a clarification after Thailand’s Foreign Ministry issued a press release calling for Cambodia’s “good-faith cooperation and sincerity” in advancing the survey and demarcation of the land boundary between the two countries.
The full clarification issued on Friday by the Spokesperson of Cambodia’s Ministry Foreign Affairs and International Cooperation reads as follows:
Statement of the Spokesperson of the Ministry of Foreign Affairs and International Cooperation
On 11 March 2026, the Ministry of Foreign Affairs of Thailand issued a press release entitled "Thailand underlines need for Cambodia's good-faith cooperation and sincerity in advancing the Survey and Demarcation of the Land Boundary between the two countries. In view of the incorrect perceptions that this statement may have created, the Spokesperson of the Ministry of Foreign Affairs and International Cooperation of Cambodia wishes to provide the following factual clarifications:
1. First, the report alleging that a 40-mm grenade was fired by Cambodian forces on 24 February 2026 was incorrect. Cambodia had already provided official clarification through a diplomatic note dated 24 February 2026, confirming that the reported incident did not occur. This was promptly and jointly verified by the regional military liaison teams of both sides. In the spirit of the Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC) of 27 December 2025, such incorrect reporting should not be further circulated.
2. Second, with regard to the Ta Oum Statue in the An Ses area of Preah Vihear Province, the statue is located entirely within Cambodian territory as defined and delimited by the 1:200,000-scale map produced by the Franco-Siamese Mixed Commission pursuant to the 1904 Convention and the 1907 Treaty. Any claim based on Thailand's unilaterally drawn L7017 map is therefore legally untenable. In this regard, reference should also be made to the results of the joint detailed survey conducted by the Joint Survey Team (JST) of both countries on 17 September 2015.
3. Third, in full accordance with Item 3 of the Joint Statement of the 3rd Special GBC Meeting of 27 December 2025, the Cambodian Joint Boundary Commission (JBC-Cambodia) has sent five consecutive invitations to its Thai counterpart to resume the technical work of the Joint Survey Team at the earliest opportunity. This is intended to reinforce good-faith efforts to expedite demarcation work, particularly in prioritized or sensitive areas.
4. Finally, Cambodia remains fully committed to the peaceful settlement of border issues on the basis of international law and existing bilateral agreements, and attaches great importance to the full implementation of the Joint Statement of the 3rd Special GBC Meeting of 27 December 2025. Cambodia hopes to see good-faith cooperation reflected through concrete actions on the ground.
