AKP Phnom Penh, January 13, 2026 -- H.E. Abhisantibindit Sar Sokha, Deputy Prime Minister and Minister of Interior, has urged the National Committee Against Torture (NCAT) to continue its work on training and education on the Convention Against Torture (CAT), the Optional Protocols, and other international instruments to promote human rights in Cambodia.

He made the calls when presiding over the office-taking ceremony for the president and vice-president of the NCAT, held in Phnom Penh on Jan. 12.

H.E. Abhisantibindit Sar Sokha appreciated the active cooperation between the NCAT and the office of the United Nations High Commissioner for Human Rights in Cambodia for sending experts to help train the NCAT's leaders and secretariat officials on principal procedures in researching and investigating cases of suspected torture. 

Th committee plays an important role in protecting the persons who are deprived of their liberty, in accordance with the government's policy, as Cambodia is a state party to the Optional Protocols and the CTA in enhancing human rights and strengthening the rule of law in Cambodia, he said. 

The NACT was established to prevent and combat all forms of torture and other ill-treatments, to strengthen the protection of all persons deprived of their liberty from torture.
