Prime Minister Samdech Moha Borvor Thipadei Hun Manet on the morning of Sept. 5, 2026, conducted an on-site inspection of former online scam operations in Koh Kong province, following a nationwide crackdown launched in July 2025 to restore security and national dignity.

Despite authorities having cleared 86 major scam compounds and dismantled 663 locations, the mission remains ongoing. Security forces continue to investigate, monitor, and inspect all suspected sites without leaving any loopholes. The government has vowed to use iron-fist measures to completely sever networks and end online fraud, leaving no breathing space for criminal groups.

The Prime Minister's visit serves as a clear political message to the world that Cambodia is not and will never allow any part of its territory to become a haven for online fraud criminals. The inspection focused on former hotspots, particularly the Dara Sakor Development Area and other suspected locations in Koh Kong, where transnational fraud syndicates had previously operated.

These sites have now been completely shut down by competent forces and local authorities. All scam compounds and smaller network locations have been dismantled, with technology equipment confiscated and legal procedures initiated for asset seizure without exception.

Full security control has been ensured, with authorities maintaining strict 24/7 monitoring to guarantee no resurgence of illegal operations. This aims to restore investor confidence, ensure a legal business environment, boost tourism, and promote sustainable economic development for local communities.

Since July 2025, Cambodia's nationwide campaign has resulted in the crackdown of 663 locations. Among these, 86 scam compounds have been closed and are now subject to legal seizure proceedings. Over US$300 million in bank accounts have been frozen, with additional assets currently undergoing evaluation.

A total of 446 cases involving 3,927 suspects from 29 nationalities, including masterminds and accomplices, are currently under judicial proceedings. Legal measures have also been taken against 15 officials across 4 cases, including a deputy prosecutor, a deputy director-general of immigration, a deputy police commissioner of Phnom Penh, a former director-general of the Ministry of Foreign Affairs, and several police and military officers.

More than 22,000 foreign nationals from 38 countries have been repatriated through legal procedures and human rights standards, in close and honest cooperation with relevant embassies. These individuals were rescued from illegal labor, exploitation, and inhumane treatment by foreign criminal masterminds.

The Prime Minister's on-site inspection stands as living testimony to the Royal Government's unwavering political will to protect national sovereignty, restore and enhance Cambodia's national dignity on the international stage.

Cambodia has not only dismantled existing criminal havens but is also strengthening legal mechanisms, enhancing technological security management, and fostering close international cooperation to ensure that online fraud crimes will never re-emerge.
