Cambodia Refutes Accusation of Targeting Civilian Areas
AKP Phnom Penh, December 14, 2025 -- The Ministry of National Defence of Cambodia has completely rejected the dissemination of false information and distortions of the truth by the Thai side, which accused the Cambodian forces of targeting civilian areas.
“We reiterate that Cambodia's rights to self-defence is solely targeted at the Thai military targets that invading and violating the Cambodia's national sovereignty and territorial integrity,” H.E. Lt. Gen. Maly Socheata, Spokeswoman of the Ministry of National Defence, underlined in a statement released this evening.
Conversely, she continued, the Thai side has deliberately carried out attacks on locations where Cambodian civilians reside and on civilian infrastructure, including homes, bridges, roads, schools, and hospitals. These attacks, conducted with heavy weapons such as fighter jet, cluster bombs, and toxic gas, have resulted in the deaths of 11 innocent Cambodian civilians (including 1 infant) and injuries to 59 individuals as of Dec. 14, 2025.
“Cambodia is firmly committed to respecting and implementing the terms of the Ceasefire Agreement, the Joint Declaration between Cambodia and Thailand, as well as all agreements previously reached by both parties with the highest sense of responsibility and in good faith,” the spokeswoman stressed.
She also reaffirmed Cambodia’s firm adherence to resolving the disputes through peaceful means in accordance with international law, the existing treaties, conventions and agreements, so as to seek solution that is just, fair, long-lasting, and in compliance with international law.
