AKP Phnom Penh, December 11, 2025 --

The General Department of Customs and Excise of Cambodia (GDCE) under the Ministry of Economy and Finance has issued a strong condemnation of a lethal military action by Thai armed forces on Dec. 8, 2025, which allegedly involved rockets fired at and destroyed its office building in Boeung Trakuon area, Banteay Meanrith village, Kok Romiet commune, Thmar Puok district, Banteay Meanchey province.

In an official statement AKP received this evening, the GDCE described the building with two-storey civilian administrative facility responsible for national revenue collection and international trade facilitation — as a non-military asset and stressed that its targeting represents an attack on civilian infrastructure. 

The GDCE called on both national and international communities and all relevant stakeholders to issue their “strongest possible condemnation” and to urge Thai armed forces to cease operations against such facilities immediately.

The statement criticised the action as reflecting “deep immorality, extreme disrespect, and complete disregard” for Cambodia’s sovereignty and territorial integrity, and asserted it constitutes a flagrant violation of International Humanitarian Law, the United Nations Charter, the ASEAN Charter, and the Treaty of Amity and Cooperation in Southeast Asia. It further underscored that the rocket strike contravenes the Oct. 26, 2025 Joint Declaration on  Cambodia-Thailand Peace Deal witnessed by key diplomatic figures, including U.S. President Honorable Donald Trump and Malaysian Prime Minister and ASEAN Chair H.E. Anwar Ibrahim.

The GDCE demanded that Thailand take full responsibility for what it labeled “savage and unlawful” military action, which it said threatens regional peace and security. The GDCE urged all stakeholders to join in condemning the attack and to uphold international legal norms.
