Cambodia Urges ASEAN to Turn Mine Action Solidarity into Concrete Regional Security

Cambodia has called on its fellow ASEAN member states to transform regional solidarity into tangible, collective action to advance peace and human security through strengthened cooperation on mine action.
Speaking at a high-level dialogue in Jakarta today, Senior Minister H.E. Dr. Ly Thuch emphasised that landmines and explosive remnants of war (ERW) constitute a regional challenge demanding regional solutions.
“No ASEAN member should face this burden alone,” said H.E. Dr. Ly Thuch, who also serves as the First Vice President of the Cambodian Mine Action and Victim Assistance Authority (CMAA). He stressed that sustained, collective efforts are essential to address the shared threat across Southeast Asia.
The Senior Minister highlighted Cambodia’s 30-year transformation from one of the world’s most heavily mined nations to a global leader in the field. He cited the country’s shift from an aid recipient to a provider of training, technical expertise, and experience to affected nations.
“This progress is the result of strong political commitment by the Royal Government of Cambodia, the courage and professionalism of deminers, and the steadfast support of international partners and donors, supported by a robust national mine action framework,” he noted.
H.E. Dr. Ly Thuch reaffirmed that mine action remains a critical pillar for peace, security, and human resilience as ASEAN progresses toward its Community Vision 2045.
He expressed appreciation for the continued support from donor countries, development partners, and philanthropists, specifically highlighting China’s significant contributions over the past decade, including financial aid, equipment, training, and regional cooperation platforms.
The Senior Minister pledged Cambodia’s readiness to share its knowledge, lessons learned, and best practices with ASEAN partners to support this vital humanitarian mission, underscoring the country's commitment to building a safer, more resilient, and cohesive region.
The dialogue was co-organised by the ASEAN Regional Mine Action Centre (ARMAC), the ASEAN Secretariat, and the Government of the People’s Republic of China.
