Cambodia Urges Stronger ASEAN Mediation Amid Border Violations Allegation

The Commander-in-Chief of the Royal Cambodian Armed Forces (RCAF), H.E. Gen. Vong Pisen, met with his Malaysian counterpart, H.E. Gen. Tan Sri Hj Mohd Nizam bin Hj Jaffar, in Phnom Penh on Sunday to discuss regional security, border stability, and the ongoing ASEAN-led mediation effort between Cambodia and Thailand.
The meeting occurred during H.E. Gen. Tan Sri Mohd Nizam’s official visit to Cambodia as the head of a Malaysian military delegation.
H.E. Gen. Vong Pisen praised Malaysia, the current ASEAN Chair, for its pivotal role in brokering the Cambodia-Thailand ceasefire on July 28, 2025, an agreement also co-chaired by the United States with active participation from China.
He specifically acknowledged the Chief of Malaysian Defence Forces' swift action in establishing the ASEAN Ad Hoc Observer Team (AOT) one day after the ceasefire on July 29, 2025, noting its crucial impact in de-escalating tensions and addressing ground-level challenges.
However, the Cambodian commander-in-chief alleged that Thai forces have repeatedly violated Cambodia's sovereignty and territorial integrity, including deploying barbed wire and moving troops in contested areas, since the ceasefire and the subsequent 13-point agreement took effect.
H.E. Gen. Vong Pisen stressed that Cambodia has, in contrast, strictly upheld all its commitments.
In light of these alleged infringements, H.E. Gen. Vong Pisen called on Malaysia, in its capacity as the ASEAN Chair, and the United States, as an agreement witness, to intensify mediation efforts. He urged them to press Thailand to fully re-implement and respect the peace accords, while reaffirming Cambodia’s commitment to resolving disputes through peaceful means, confidence-building, and restoring lasting stability.
H.E. Gen. Tan Sri Mohd Nizam, in turn, thanked Cambodia for its cooperation in facilitating the AOT's operations along the border.
The Malaysian Defence Forces Chief acknowledged the complexity of ensuring sustainable peace in the area. He pledged that Malaysia would continue its mediating efforts and closely monitor the ceasefire's implementation to help maintain long-term stability.
