AKP Phnom Penh, November 27, 2025 -- Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of the Kingdom of Cambodia, this morning received a courtesy call from Hon. Jian Can, Vice-Chairman of the Standing Committee of the People’s Congress of the Xizang Autonomous Region of China, at the National Assembly Palace.

During the meeting, both sides reaffirmed their strong commitment to advancing Cambodia-China parliamentary cooperation and supporting activities under the Cambodia-China Tourism Year 2025.

Samdech Khuon Sudary praised the steady progress of bilateral parliamentary relations, noting that cooperation has deepened through active exchanges and strengthened institutional ties. She highlighted the effective implementation of the 2024 Memorandum of Understanding on Parliamentary Cooperation, which has broadened collaboration between the two legislatures and their Secretariat-Generals.

She recalled leading two parliamentary delegations to China this year, which contributed to enhancing the “ironclad” friendship and advancing the Joint Statement on building an All-Weather Cambodia-China Community with a Shared Future. The National Assembly President emphasised that Cambodia-China relations continue to flourish under the leadership of Samdech Techo Hun Sen, President of the Senate; Samdech Thipadei Hun Manet, Prime Minister; and Hon. President Xi Jinping through the Diamond Cooperation Framework and the 2024-2028 Action Plan.

Samdech also expressed deep appreciation for China’s constructive role in facilitating the “Tea Chat Dialogue” among the foreign ministers of China, Cambodia, and Thailand in August 2025, which she said helped ease border tensions and support the ceasefire agreement. She expressed hope that China would continue serving as a balanced mediator in promoting peace, stability, and respect for international law, the UN Charter, and the Treaty of Amity and Cooperation in Southeast Asia.

Reiterating Cambodia’s firm adherence to the One-China policy, she reaffirmed support for China’s positions on Hong Kong, Taiwan, Xinjiang, and Xizang as internal matters, while firmly opposing any external interference. She also thanked China for supporting the Funan Techo Canal Project, describing it as a vital initiative for strengthening regional connectivity, economic development, and Cambodia’s sovereign resilience.

As 2025 marks the Cambodia-China Tourism Year, Samdech encouraged greater travel and people-to-people exchanges, and sought China’s support in increasing the flow of Chinese tourists to Cambodia. She also welcomed more opportunities for Cambodians to visit China for tourism, business, education, and medical services.

Hon. Jian Can reaffirmed the strength of the Cambodia-China comprehensive strategic partnership, describing it as grounded in political trust, mutual respect, and win-win cooperation. He thanked Cambodia for its consistent support of China’s core interests and emphasized that China remains a steadfast development partner for Cambodia.

He briefed Samdech Khuon Sudary on the rapid development of Xizang over the past six decades, citing progress in human development, economic growth, green energy, and national infrastructure. Highlighting the region’s role as the “Source of Water of Asia,” he underscored potential areas for Cambodia-China cooperation in green energy, ecological governance, and infrastructure development.

Before concluding, Hon. Jian Can invited Samdech Khuon Sudary to make an official visit to Xizang, saying that “hearing a hundred times is not equal to seeing once.” He added that, just as relatives grow closer through frequent visits, increased exchanges between the two sides will further strengthen mutual understanding and friendship.
