Cambodia’s UN Ambassador Briefs UNOG Director-General on Ongoing Cambodia–Thailand Armed Conflict

H.E. Ambassador Dara In, Permanent Representative of Cambodia to the United Nations in Geneva, met with Madam Tatyana Valovaya, Director-General of UNOG, to update her on the ongoing Cambodia–Thailand armed conflict.
During the meeting held in Geneva on Nov. 18, H.E. Dara In underscored that the situation along the border remains highly fragile, marked by continued Thai incursions, coercive actions against civilians, the encirclement of villages and Thailand’s failure to repatriate 18 Cambodian soldiers despite earlier commitments.
The Ambassador reaffirmed that Thailand’s allegation of a “new landmine incident” on Nov. 10 concerns old legacy landmines. Cambodia’s internationally recognised record on mine action demonstrates its unwavering commitment to a mine-free world, and there is no credible basis to suggest new mine-laying. Cambodia has no interest in planting new landmines—it has never done so, nor will it ever do so. The allegation has instead been used as a pretext to suspend the peace deal and escalate tensions.
The Ambassador further highlighted the Nov. 12 shooting by Thai soldiers that killed one Cambodian civilian and injured three others, and the Nov. 15 rape of a Cambodian migrant worker by seven Thai soldiers—grave incidents reflecting a deteriorating security environment. Such acts constitute serious violations of human rights and humanitarian law. He called for continued UN vigilance and support for a peaceful resolution.
