Cambodia, South Korea Elevate Cooperation to Fight Cyber Fraud
AKP Phnom Penh, November 10, 2025—
Cambodia and the Republic of Korea (RoK) have agreed to significantly strengthen and broaden their cooperative efforts to combat cyber fraud and technology-related crime affecting citizens in both nations.
The consensus was reached during a meeting here this morning between H.E. Santepundit Chhay Sinarith, Senior Minister and Chairman of the Secretariat of the Commission for Combating Online Scams (CCOS), and Yoo Jae-Seong, Acting Commissioner General of the Korean National Police Agency (KNPA).
H.E. Chhay Sinarith emphasised the Royal Government's strong determination to eliminate cyber fraud, highlighting the CCOS' role in building on existing enforcement mechanisms. He briefed the Korean delegation on recent operational successes and stressed the necessity of sustained, post-operation investigations to identify the masterminds, organisational structures, and financial networks underpinning transnational cybercrime syndicates.
"Such efforts require close, reliable, and effective cooperation among relevant institutions and partners," H.E. Chhay Sinarith noted.
In a concrete step forward, the two nations signed a Memorandum of Understanding (MoU) during the visit to establish a Cambodia-Korea Joint Working Group dedicated to combating crimes involving Korean nationals in Cambodia, particularly cyber fraud.
Acting Police Commissioner General Yoo Jae-Seong expressed his gratitude for the Cambodian authorities' prompt and consistent cooperation in implementing high-level government agreements.
He affirmed his confidence that the new joint task force will serve as a clear symbol of unity and a strong warning to criminal groups operating across borders.
Mr. Yoo also commended Cambodia for its relentless efforts in investigating and identifying criminal ringleaders and associates, as well as the swift coordination in repatriating Korean suspects involved in cyber fraud for legal proceedings in the RoK.
Both officials concluded by exchanging views on future collaboration and agreeing to deepen their joint efforts to address cyber fraud and related transnational crimes more closely and effectively.
