Cambodia, Timor-Leste Reach a Cooperation MoU in Post, Telecoms, ICT and Digital Transformation Sectors
AKP Phnom Penh, January 21, 2025 --
The Ministry of Post and Telecommunications of the Kingdom of Cambodia (MPTC) and the Ministry of Transport and Communications of the Democratic Republic of Timor-Leste (MTC) have entered into a Memorandum of Understanding on Cooperation in the Fields of Post, Telecommunications, Information and Communications Technology, and Digital Transformation.
H.E. Chea Vandeth, Minister of MPTC, and visiting H.E. Miguel Margue Gonçalves Manetelu, Minister of MTC signed the MoU in Siem Reap province on Jan. 20, with senior leaders and officials of the two ministries in attendance.
The MoU is designed to promote cooperation, technical development, and human resources development between the two countries in four key sectors, namely: (1) Postal Services, (2) Telecommunications, (3) Information and Communications Technology (ICT), and (4) Exchange of experiences in driving digital transformation, pointed out a joint press release issued this evening.
This cooperation represents another significant milestone for the MPTC, as an implementing agency of the Royal Government of Cambodia, to assist the Democratic Republic of Timor-Leste in implementing its document verification platform, verify.gov.tl, the source underlined.
According to the joint press release, the verify.gov.kh platform has been recognised as the 4th Digital Public Infrastructure (DPI) globally. International institutions, including the United Nations Development Programme (UNDP), the World Bank, the Co-Develop Fund, the Digital Public Goods Alliance, and the 50-In-5 Campaign, have encouraged other countries to adopt the platform to enhance the efficiency and transparency in providing public services to businesses and citizens. This recognition has made the platform increasingly appealing to other countries and the MPTC will collaborate with these interested nations to support the implementation of the verify.gov platform.
Th verify.gov.kh platform is the government's official platform developed by the MPTC. It is designed to eliminate falsified documents, provide user convenience, and verify document authenticity. The platform also builds trust, saves time, reduces cost, and drives digital transformation in alignment with international best practices. Document verification on the verify.gov.kh platform is carried out through the integration of standardised QR codes, utilising Blockchain technology to provide high security for each document. Furthermore, documents embedded with standardised QR codes eliminates the need for paper copy certification.
