His Majesty Norodom Sihamoni, King of Cambodia, ignites victory flame this evening to kick off the parade of the illuminated floats along the Tonle Sap River as part of the first day of the three-day (Nov. 21-23) Water Festival celebration in Phnom Penh capital city.
