Cambodia will host the Black Swan Summit for the first time in November, bringing together high-level stakeholders to discuss how technology can strengthen financial and economic connections between ASEAN and Francophone markets.

The summit will be co-organised by the National Bank of Cambodia (NBC) and the Global Finance & Technology Network (GFTN), in collaboration with the Cambodian Association of Finance and Technology.

It will take place in Phnom Penh on Nov. 15-16, 2026, alongside the 20th Francophonie Summit.

The event will feature high-level dialogues, presentations, roundtables and focused workshops examining the role of technology in strengthening financial and economic links across ASEAN and Francophone markets.

The event would coincide with the Francophonie Summit and Franco Tech, which are expected to bring heads of state, policymakers and business representatives from French-speaking countries, NBC Governor H.E. Dr. Chea Serey said.

“We will showcase and discuss how technology can allow a developing country to leap frog its digital transformation journey,” she added.

The NBC Governor highlighted Cambodia’s Bakong digital payment system as an example of the country’s progress in digital transformation, while stressing that the journey is ongoing.
