AKP Phnom Penh, September 17, 2026 —

The Cambodian Liaison Group (CLG) on Sept. 16 facilitated a field visit for Brigadier General Antero S. Narcise PN (M), Deputy Inspector General of the Armed Forces of the Philippines, and the ASEAN Observer Team in Cambodia (AOT-KH) to observe the situation along the Cambodia-Thailand border and at a displaced civilian camp in Rong Cham village, Banteay Meanchey province.

According to a press release issued by the Spokeswoman of the Ministry of National Defence, the visit took place at 4:22 p.m. The delegation observed the situation on the ground and the conditions of displaced civilians at the camp.

The Ministry said that 3,318 families, comprising 13,259 people, currently remain unable to return to their homes, which were extensively damaged by airstrikes, artillery fire and the unlawful occupation by Thai military forces.

Cambodia welcomed the role of the Philippines, as ASEAN Chair, and the ASEAN Observer Team in monitoring and verifying the situation on the ground, supporting the ceasefire and building trust between Cambodia and Thailand.

The Ministry emphasised that the direct observation, inspection and verification conducted by Brigadier General Antero S. Narcise and the AOT at the displaced civilian camp provided the delegation with a firsthand view of the humanitarian impacts facing Cambodian civilians.

The visit, it added, underscored the need for the Cambodia-Thailand Joint Boundary Commission (JBC) to commence border demarcation work as soon as possible, in line with existing agreements, particularly Point 4 of the Joint Statement from the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on Dec. 27, 2025.

The Ministry said the border demarcation work aims to enable Cambodian citizens to return safely, peacefully and with dignity to their homes without obstruction.
