H.E. Neth Pheaktra, Minister of Information of Cambodia, said that foreign military attachés accredited to Cambodia visited the An Seh area on July 30, 2025, more than two days after the ceasefire between Cambodia and Thailand took effect, to observe the situation on the ground and monitor compliance with the truce.

In a post on his personal Facebook page on July 30, H.E. Neth Pheaktra said the visit took place in the presence of numerous national and international journalists and provided foreign military representatives with a direct view of the situation following the fighting along the Cambodia-Thailand border from July 24 to 27, 2025.

According to the Minister, Thai forces attempted to advance into and seize the An Seh area during the fighting but failed to achieve their objective. He said the attacks damaged a local shrine and the statue of Lok Ta Oum, a site of spiritual and cultural significance to the Cambodian people.

H.E. Neth Pheaktra said the presence of foreign military attachés at the site constituted direct observation of the post-ceasefire situation and provided international witnesses with an opportunity to see the consequences of the fighting.

He further cited officials of the State Secretariat of Border Affairs as affirming that the An Seh area is located within Cambodian territory based on historical records and legally relevant cartographic evidence, including the 1:200,000-scale map and boundary-pillar records, or procès-verbaux (PVs), of the Indochina-Siam Boundary Commission from 1908 and 1919.

The Minister also claimed that Thailand’s unilaterally produced L7017 map at a scale of 1:50,000 is consistent with the location of An Seh on the Cambodian side.

He described the visit by foreign military attachés as more than a routine ceasefire-monitoring mission, saying it provided international witnesses with direct access to the situation on the ground and reinforced Cambodia’s position regarding the territorial status of An Seh.

H.E. Neth Pheaktra concluded by reaffirming Cambodia’s position that An Seh is Cambodian territory, stressing that, in Cambodia’s view, the use of force, military incursions or unilateral actions cannot lawfully alter the country’s territorial sovereignty.
