Cambodia Rejects Attempts to Use Cyber Scam Issues as Pretext for Territorial Violations
AKP Phnom Penh, May 13, 2026 --
A Cambodian official has told an international forum at the United Nations about Cambodia’s efforts to combat online scams while firmly rejecting any attempts to use cybercrime issues as a pretext for violating or infringing upon the country’s territorial sovereignty.
Mr. Doeuk Vannarith, Minister Counsellor at the Permanent Mission of Cambodia to the United Nations, delivered the remarks during the Second International Migration Review Forum (IMRF), recently held at the UN Headquarters in New York.
In his statement, Mr. Doeuk Vannarith reaffirmed Cambodia’s strong commitment to the comprehensive implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM) through the country’s National Implementation Plan 2024-2026. He noted that the initiative aims to deliver tangible benefits for migrants and society as a whole.
The Cambodian representative also highlighted the Royal Government’s whole-of-government efforts to address evolving transnational organised crimes, including the recent adoption of the Law on Combating Technology-Enabled Scams.
At the same time, he stressed that Cambodia firmly rejects any attempts to use online scam-related issues as a pretext for territorial violations or acts of aggression.
