New Head of Mission of ASEAN Observer Team Arrives in Cambodia
AKP Phnom Penh, May 05, 2026 --
Commodore Glenn Z. Dizon, the newly appointed Head of Mission of the ASEAN Observer Team (AOT), arrived in Cambodia on Tuesday afternoon to carry out his mission of ensuring the full and effective implementation of the Cambodia-Thailand ceasefire.
He was welcomed upon arrival at Techo International Airport by Lt. Gen. Phat Vibolsopheak, Deputy Director-General of the General Department of Policy and Foreign Affairs and Director of the Department of International Relations at the Ministry of National Defence.
According to H.E. Lt. Gen. Maly Socheata, Spokeswoman for the Ministry of National Defence, the arrival of Commodore Dizon, along with three officers from the Armed Forces of the Philippines, follows the official handover of AOT leadership from Malaysia to the Philippines. The transition took place on April 30, 2026, in Manila, under the presidency of the Commanders-in-Chief of the Armed Forces of both countries.
“The Ministry of National Defence of the Kingdom of Cambodia expresses its warmest welcome and deepest appreciation for the presence of the Philippine observer team, noting their strong commitment in fulfilling their role as Chair of the AOT for 2026,” she said.
She added that, succeeding Malaysia, the mission is carried out in line with the Joint Statement of the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) held on Dec. 27, 2025. The team’s primary tasks include observing, verifying, and ensuring the effective implementation of the ceasefire, while promoting transparency, accountability, and mutual trust between the two countries.
The mission also aims to support a swift return to normalcy and contribute to long-term peace, stability, and safety along the Cambodia-Thailand border.
The spokeswoman further emphasised that since the ceasefire came into effect, Cambodia has consistently respected and strictly implemented all relevant agreements, including the Joint Declaration on the Peace Agreement dated Oct. 26, 2025, and the Joint Statement of the 3rd Special GBC Meeting Dec. 27, 2025. Cambodia has also continued to provide full support to the AOT mechanism, highlighting the importance of strengthening its role and mandate.
