Cambodia, Estonia Vow to Bolster Digital and Diplomatic Ties as New Envoy Presents Credentials
AKP Phnom Penh, April 23, 2026 -- Cambodia and Estonia have pledged to deepen bilateral cooperation in digital governance and economic connectivity, marking a new chapter in diplomatic relations established nearly three decades ago.
H.E. Dr. Chea Chanboribo, the newly appointed Ambassador of the Kingdom of Cambodia to the Republic of Estonia, officially presented his letters of credence to the Estonian President during a formal ceremony held in Tallinn on April 22-23. The ceremony signaled the commencement of his diplomatic mission aimed at bridging Southeast Asia and Northern Europe.
During the audience, Ambassador Chanboribo conveyed the warm greetings of His Majesty the King and the people of Cambodia to the Estonian presidency. He highlighted the positive trajectory of the bilateral relationship, emphasising the untapped potential for expansion in diverse sectors.
A central theme of the mission is the adaptation of Estonia’s world-renowned digital infrastructure. The Ambassador lauded Estonia’s achievements as a global leader in e-governance and expressed Cambodia’s keen interest in expertise-sharing regarding online public services and cybersecurity.
In a subsequent high-level meeting with Mati Murd, Director General for Asia and the Pacific at the Estonian Ministry of Foreign Affairs, both sides discussed a comprehensive roadmap for cooperation, including: Leveraging Estonia's tech expertise to modernise public administration; Enhancing sustainable economic exchanges and ASEAN-EU connectivity; Strengthening ties in education and human resource development.
To foster closer people-to-people ties, the Ambassador proposed enhanced cooperation between the official state media of Estonia and Cambodia. Such a partnership is envisioned as a vital tool for information exchange and cultural understanding, showcasing Cambodia’s rich heritage dating back to the Angkor Empire.
The Estonian side, represented by Director General Murd, welcomed the Cambodian envoy and affirmed a shared commitment to international norms. Both parties emphasised that bilateral relations must be anchored in:
1. Mutual respect for national sovereignty and non-interference; 2. Adherence to international law and multilateralism as the foundation for global peace; 3. Peaceful resolution of disputes through dialogue.
The Estonian Foreign Ministry expressed its support for Cambodia’s vision, noting that the synergy between Estonia’s digital prowess and Cambodia’s emerging economy offers a robust platform for mutual benefit.
Diplomatic relations between Cambodia and Estonia were formally established in 1997. Following this latest diplomatic advancement, Ambassador Chanboribo reaffirmed his commitment to ensuring that the partnership becomes increasingly effective and results-oriented for both nations.
