Cambodia MFIs Launch Green Lending Framework with Oxfam, Irish Support
AKP Phnom Penh, March 13, 2026 --
The Cambodia Microfinance Association (CMA), with support from Oxfam, has officially launched the "Green Loan Playbook," a framework designed to advance sustainable finance and climate resilience in Cambodia's microfinance sector.
The initiative, developed under the "Resilience for All" (CREFA) project, was formally introduced at an event in Phnom Penh on Friday. The playbook provides microfinance institutions (MFIs) with a practical toolkit to design, pilot, and manage green loan products, integrating environmental considerations into their core lending operations.
The launch ceremony was headlined by Ms. Edel Cribbin, Head of Development Cooperation at the Irish Embassy. She reaffirmed Ireland's long-standing commitment to supporting climate action and human development in Cambodia, aligning with the Kingdom's Pentagonal Strategy-Phase 1.
"This is more than a guideline; it is a commitment to a more sustainable and greener Cambodia," said Ms. Sophoan Phean, National Director of Oxfam in Cambodia, in a keynote address. "For us, green finance is not just about the climate, but also about equity, justice, and sustainable economic opportunity for all."
Oxfram stated that by strengthening the capacity of MFIs to manage climate-related risks, the playbook aims to bolster client resilience and improve overall portfolio risk management. It is intended to serve as a foundational step for responsibly scaling green finance initiatives across the country.
