Cambodia, France Target LGBTQ+ Rights and Border Displacement in High-Level Talks
AKP Phnom Penh, February 02, 2026 — Senior Minister H.E. Keo Remy, President of the Cambodian Human Rights Committee (CHRC), met with French Ambassador to Cambodia H.E. Olivier Richard on Monday to solidify bilateral cooperation on human rights and address a brewing humanitarian crisis on the Cambodian-Thai border.
The meeting focused on Cambodia’s evolving social policies and the plight of some 100,000 civilians displaced by Thai troops incursions.
In a move signaling Cambodia’s intent to align with international social standards, H.E. Keo Remy highlighted the Royal Government’s support for the French-backed "Joint Statement on the Universal Decriminalisation of Homosexuality."
The Senior Minister also detailed an upcoming partnership with the Australian Human Rights Commission (AHRC) to host a knowledge-sharing forum on LGBTQ+ rights, formally inviting Ambassador Richard to join the initiative.
The French Ambassador lauded Cambodia’s "notable progress" in human rights, specifically citing advancements in gender equality and the protection of minority rights as key indicators of the country's development.
The diplomatic talks concluded with a briefing on the Cambodia-Thailand border conflict. H.E. Keo Remy expressed urgent concern for the rights of over 100,000 displaced Cambodians who remain unable to return to their communities, framing the situation as a critical human rights priority for the administration.
