ASEAN Observers Assess Cambodian Civilians Displaced by Cross-Border Attack
AKP Phnom Penh, November 13, 2025 -- A delegation of ASEAN Observer Team (AOT) visited displaced Cambodian civilians on Thursday, following a cross-border military attack by Thai forces that resulted in civilian casualties, Cambodia’s Ministry of National Defence confirmed.
The observers toured a temporary shelter at the Chan Sy Samaky Ratanaram Pagoda in Banteay Meanchey province, where residents from Prey Chan village have sought refuge.
The visit, facilitated by the Ministry of National Defence’s Coordinating Task Force for the Observer Team, allowed the delegation to assess living conditions and gather first-hand accounts from those affected. They also paid homage to the Cambodian civilian who was shot dead by Thai soldiers during the incident.
The incident, which occurred on Wednesday, involved an attack by Thai military forces that targeted the village. In response to the violence, the AOT delegation conducted a comprehensive field assessment.
Their itinerary included a visit to the Cambodia-Japan Mongkul Borei Friendship Hospital to check on civilians wounded in the assault. The team also performed an on-site inspection at the attack location in Prey Chan village to verify facts and collect evidence for an official report.
According to H.E. Lt. Gen. Maly Socheata, Spokeswoman for the Ministry of National Defence, the attack left three Cambodians injured—two of them in serious condition—and one civilian dead. The unprovoked assault has been condemned by Cambodian authorities and is being closely monitored at a regional level.
