Senior Minister Ly Thuch Welcomes Chinese Investment, Citing Robust Confidence in Royal Government's Pro-Business Policies
AKP Phnom Penh, November 13, 2025 -- Senior Minister Ly Thuch has issued a strong endorsement of world-class Chinese investors choosing Cambodia, stating that their confidence unequivocally reflects growing international trust in the leadership of Prime Minister Samdech Moha Borvor Thipadei Hun Manet and the Royal Government’s comprehensive pro-business and pro-investment policies.
H.E. Dr. Ly Thuch made the remarks while attending the inauguration ceremony of Yangguofu, a world-renowned Chinese restaurant chain, which officially launched its first Cambodian outlet on Nov. 12, 2025.
The global franchise, which boasts more than 7,300 outlets across over 20 countries and regions, has entered the Cambodian market through President Club (President Speech Union) in partnership with Yangguofu International.
Representing the Royal Government of Cambodia, the Senior Minister expressed appreciation to the Yangguofu Group’s board and owners, along with their investment partners, for selecting Cambodia as the destination for their flagship Chinese culinary brand. He emphasised that the strategic move demonstrates international investors' confidence in Cambodia’s political stability, sound economic environment, and capable governance under the administration of Prime Minister Hun Manet.
“Under the leadership of Samdech Thipadei Hun Manet, the Royal Government of Cambodia continues to implement policies that actively support and protect private sector growth and foreign investment,” he stated. “The opening of Yangguofu’s first branch in Cambodia further highlights the country’s rising potential and attractiveness as a key regional investment destination in Southeast Asia.”
H.E. Dr. also encouraged Yangguofu to expand its presence further across Cambodia, particularly within the crucial services and tourism sectors, which he noted would significantly contribute to job creation and skill development for Cambodian youth.
Mr. Wang Andy, Founder and Global CEO of President Club, confirmed the scale of the Yangguofu Malatang brand, noting its operation of over 7,300 restaurants worldwide. He explained that the decision to open the first Cambodian branch is a key part of President Club’s Global Chinese Cuisine Promotion Initiative, designed to expand into new growth markets across Cambodia and the wider Southeast Asian region.
Yangguofu operates over 7,300 outlets in more than 20 countries. President Club plans to open approximately 500 additional branches across Southeast Asia over the next three years.
“Cambodia’s strategic geographic location offers excellent advantages for Yangguofu’s regional expansion,” Mr. Wang commented. He further revealed ambitious plans to establish a Yangguofu food production facility in Cambodia to supply both the local market and regional demands.
