Spokeswoman Details Thai Attacks on Cambodian Civilians
AKP Phnom Penh, November 12, 2025 --
H.E. Lt. Gen. Maly Socheata, Under Secretary of State and Spokeswoman for the Ministry of National Defence, has provided detailed information regarding the unprovoked use of force by the Thai military against innocent Cambodian civilians in Prey Chan village, O’Beichoan commune, O’Chrov district, Banteay Meanchey province, on Nov. 12.
Speaking at a press briefing broadcast live this evening, the spokeswoman explained that at around 3:50 p.m., three Cambodian civilians were walking along the embankment road they normally use for daily commuting. Nearby, unarmed Cambodian forces stationed in the area were seated approximately ten metres away to ensure the safety of local residents.
Moments later, she continued, gunfire was heard from the Thai side targeting the three Cambodian civilians, injuring two of them. When the unarmed Cambodian forces attempted to intervene and rescue the victims, they too came under direct fire from the Thai troops.
H.E. Lt. Gen. Maly Socheata added that the initial attack ended around 4:20 p.m., but at 5:54 p.m., the Thai forces resumed the assault, firing multiple rounds from five rifles toward the Cambodian side.
Despite the aggression, the Cambodian forces exercised maximum restraint and did not retaliate, she underlined, as they continued to strictly follow the directives to respect and implement the ceasefire agreement, the Joint Declaration between Cambodia and Thailand, and all previous agreements reached by both sides.
“We remain firmly committed to resolving this dispute through peaceful means, in full accordance with international law, and to ensuring the safety of our civilians,” she reaffirmed.
According to the spokeswoman, the unprovoked attacks by the Thai side resulted in three Cambodian civilians being injured and one killed.
