Cambodia, S. Korea Agreed on Three Points to Strengthen Cooperation in Combating Online Scamming

H.E. Abhisantibindit Sar Sokha, Deputy Prime Minister and Minister of Interior, this afternoon held a meeting with H.E. Ms. Kim Jina, Second Vice Minister of Foreign Affairs of the Republic of Korea, and her delegation at the Ministry of Interior.
According to the Ministry of Interior, during the meeting, both sides exchanged views constructively and openly in the spirit of strong cooperation, and agreed on three key points aimed at further strengthening collaboration in the prevention, suppression, and crackdown on online scamming.
1. The Cambodian Ministry of Interior and the Korean side will establish a Task Force, similar to those Cambodia has formed with other countries, to expedite the work with greater effectiveness regarding cooperation in preventing, suppressing, and cracking down on online scamming. In this mechanism, H.E. Ms. Kim Jina promised that the Korean side will provide support for training, capacity building, information sharing, and exchange of experience with the specialised officials of the Cambodian Ministry of Interior.
2. The Korean side will prepare and provide a list of criminal targets, including the foreign masterminds of online scamming operations, to the Cambodian Ministry of Interior for Cambodia to review the legal aspects of placing them on a blacklist and banning them from entering the country. H.E. Abhisantibindit Sar Sokha considered this provision a crucial core of the cooperation between the two sides, as well as within the international framework. Cambodia will prepare a blacklist of these criminals, prohibiting their entry into Cambodian territory, and will instruct authorities to be vigilant and immediately detain them at all border checkpoints.
3. H.E. Abhisantibindit Sar Sokha and H.E. Ms. Kim Jina agreed to further increase educational and awareness-raising activities for their respective citizens about the dangers of online scamming, and to encourage other countries to actively and continuously work together on this matter.
On the occasion, H.E. Abhisantibindit Sar Sokha, Deputy Prime Minister, regarded the visit of H.E. Ms. Kim Jina and her delegation to the Kingdom of Cambodia as a model activity that reflects realism in cooperative efforts to address a shared problem, because, in reality, the efforts to solve this online scamming issue are not just for the Korean or Cambodian people, but for humanity around the world as a whole. H.E. Abhisantibindit confirmed that Cambodia has enforced the law on online scamming cases by detaining criminals and related individuals (mostly foreigners), sending them to court for sentencing, implementing deportation procedures, and repatriating them to their home countries on an ongoing basis. In particular, Cambodia has cooperated in providing information on the network of masterminds and money laundering operations in many cases to countries both within and outside the region. However, it is regrettable that some countries and international organisations disregard these results but instead try to put the blame on Cambodia, even though in reality the source of the problem is intertwined with their own authorities.
In this context, H.E. Abhisantibindit expressed hope that H.E. the Second Vice Minister will help provide the true information to the leaders, media, and people of Korea about the overall situation in Cambodia, based on what she and her delegation have witnessed, understood, and received information on during this visit.
H.E. Ms. Kim Jina, Second Vice Minister of Foreign Affairs of the Republic of Korea, informed H.E. Abhisantibindit, the Deputy Prime Minister, that it is true that the criminals involved in online scamming have an extensive network operating from everywhere, causing victims in almost every country, which necessitates bilateral or global cooperation to resolve the issue.
It is noteworthy that H.E. Ms. informed H.E.
Abhisantibindit of her surprising impression of Cambodia's landscape, which she had just witnessed for the first time, stating that in the original sense, "Cambodia is a beautiful country with profound culture." She also confirmed her plan to happily bring her family to visit Cambodia privately in the future.
