Deputy Prime Minister Hun Many Stresses Unity and Specialisation in Public Administration

Deputy Prime Minister Hun Many, Minister of Civil Service has emphasised the importance of both specialisation and unity among Cambodia’s ministries and institutions.
Speaking at a workshop on "Reviewing and Analysing Functions and Structures of Ministries and Institutions" held on Mar. 13, he highlighted that while each ministry and institution has its unique technical, political, and daily operational roles, they must all operate as part of a unified public administration system under the Royal Government of Cambodia.
“Each ministry and institution has its own specialistion, whether in technical expertise, policy-making, or daily operations. However, all are integral parts of the royal government’s administrative machinery and must function cohesively within a single public administration framework,” said Deputy Prime Minister Hun Many. He stressed that collaborative problem-solving should be approached with a sense of realism and shared responsibility.
To date, Deputy Prime Minister Hun Many and his team have conducted direct meetings with leaders and officials from 20 ministries and institutions. These meetings aim to prepare for workshops focused on reviewing and analyzsng the functions and structures of these entities. The goal is to enhance operational efficiency, expand information dissemination, and strengthen inter-ministerial collaboration for better governance.
During the workshop, H.E. Hun Many reiterated the royal government’s guiding principle of “strengthening rather than expanding, and organising systematically.” He emphasised the need for ministries and institutions to align their operations with the principle of “unity in diversity,” ensuring that their unique roles do not detract from the overarching goal of a cohesive administrative system.
He also expressed gratitude for the close collaboration between the Ministry of Civil Service and other ministries, noting that such cooperation is essential for achieving a streamlined and effective public administration.
“Through our collaborative efforts and direct engagements with various ministries and institutions, we have observed that each entity has its own unique and necessary role. However, they must all operate as part of a unified system under the leadership of Samdech Moha Borvor Thipadei Prime Minister and the Royal Government,” he said.
The Civil Service Minister further highlighted the challenges identified during the functional analysis. “We have encountered several issues that need to be addressed realistically to ensure Cambodia develops a public administration system that is capable, strong, intelligent, and efficient.
This will enable us to compete globally and safeguard the nation’s interests,” he concluded.
The ongoing efforts to review and streamline the functions and structures of Cambodia’s ministries and institutions are part of a broader strategy to enhance governance and ensure the country’s public administration system is well-equipped to meet future challenges.
